Sunset Blvd Crossing – Project is completed. North and South Tompkins Crossings – construction completed; working on summary change order to submit to City Council to close out the construction. Semken and LaRoche Crossings –The bid is approved by City Council and awarded to Griffin Contracting Inc. Griffin started construction at end of January 2023. Vicksburg Pond: The 100% plans have been reviewed, submitted for SPR approval, second submittal to address comments completed. Staff is starting to prepare bid document. No New Update. New Placentia Canal Outfall – We received Savannah State outfall survey quote from Coleman for $10.5K, Staff is evaluating St. John’s route option, the best route decision has not been made yet, we are continuing to coordinate with Chatham County on the alignment corridor.

City staff proceeding with first five canal road crossing replacements. Sunset Blvd Crossing – Project is completed, summary change is submitted for Council approval on 9/9/2021. North and South Tompkins Crossings -- The construction has started; Savannah State is removing the N Thompkins Data line at their cost. CP&P is working on the box culver submittal. 4/9/2022 is end of construction date. Semken and LaRoche Crossings -- 100% drawings reviewed with mark ups. Section 01600,01700 and the bid form are completed. Construction cost estimate $1.45 million. Finishing design, specs and place out for bid soon. Vicksburg Pond: Design has gone through SPR meeting preliminary review, updated plans per Greenscape comments – realign the pond to save trees and increase storage capacity. Greenscape has identified the specimen trees. Whitaker has scheduled the geotechnical borings and installation of two piezometers, EMC engineering will stop working until we have the groundwater information.

The Sunset Blvd Culvert Replacement has been completed. This involved the demolition of two 72” reinforced concrete pipes and constructing a double 10’x6’ cast-in-place concrete box culvert. Construction bids for the North and South Thompkins Boulevard Culvert Replacements at Savannah State were received in April of 2021 and the bid acceptance will be presented to the City Council on May 27. Construction at North and South Thompkins is anticipated to begin in July of 2021. The next project for the Placentia Basin Drainage Improvements involves replacing the culverts at Laroche and Semken Avenues. The draft construction drawings have been reviewed by City staff and returned to the engineer for final revisions. The Laroche and Semken Avenue Culvert Replacements are anticipated to go out for construction bidding in the summer of 2021.

Sunset Boulevard bridge replacement construction has been completed with only final site stabilization and minor ancillary adjacent improvements remaining. Construction design drawings and specifications have been finalized for North and South Tompkins Road crossing bridge replacements. This project will be going out to bid first quarter of 2021. Planning and site investigation efforts have continued for the LaRoache and Semken Road bridge replacements. Staff will be posting this project design Request for Proposals during first quarter 2021. Staff is also beginning to plan for a additional ongoing improvement along the Placentia Canal, as identified through basin modeling efforts.

Sunset Boulevard bridge is currently under construction and planed to be completed in September 2020. North and South Tompkins Road crossing bridge replacements along the Placentia Canal construction plans have been completed. Both road crossing will be replaced under a single construction contract, but staggered to ensure both roadways are not closed to traffic at any given time. The construction contract for this project is currently being finalized and is planned to go out for bid in Fall 2020. City staff have continued to work towards design/construction plans for LaRoache and Semken Road Culvert Replacements. Site survey has been completed and staff are awaiting results of the geotechnical boring data for design considerations. Construction of this project continues to be planned for 2021.

Sunset Boulevard Culvert Replacement design completed and posted for bid. Pre-bid meeting held, and two bids received. Bids currently under DBE compliance review. City plans to award this project in April and complete by end of Summer 2020. EMC continues to finalize North and South Tompkins culvert replacement plans. Draft plans have been received by City staff for review. Construction is planned for late Summer or Fall 2020. In addition, City staff have initiated planning for LaRoche and Semken Road Culvert Replacement with site surveying and geotechnical analysis. Construction of this project is planned for 2021.

EMC completed the design drawings for the Sunset Boulevard bridge. Bid package assembly is underway. Survey and geotechnical work has been completed by annual contractors for the two Tompkins Avenue bridges. EMC has been issued approval to begin the design of the two Tompkins bridges. Construction of all three bridges scheduled for summer 2020.

EMC Engineering Services is developing design drawings for the replacement of the Sunset Boulevard bridge. Staff has leveraged annual contractors to perform project surveying for the two Tompkins Avenue bridges on the Savannah State campus. Geotechnical borings and design recommendations will be established similarly in October. Goal is for all three bridges to be constructed during school vacation next summer.

Staff solicited bids from 3 engineering firms to prepare design drawings for the replacement bridge at Sunset Boulevard. EMC was selected and a Purchase Order was requested. Concept development of the Tompkins bridges will begin in the 3rd quarter with discussions with Chatham County Engineering and Savannah State University as Staff prepares for surveys and geotechnical borings for the next two bridges.

Geotechnical report for the Sunset Drive bridge reveals poor soils in the vicinity. Staff is reviewing two alternatives. A classical box culvert installation or span bridge will need pile supports. A metal (probably aluminum) arch pipe may be installed without piles. Remaining bridges are planned to be replaced/upgraded in the same manner. First bridge replacement still on schedule for 2020

Geotechnical field work was completed on the Sunset Drive bridge by the annual testing contractor. Staff is awaiting delivery of the geotechnical evaluation report. Once received, Staff will procure design services thru the RFP process for the Sunset Drive phase construction work. Remaining bridges are planned to be replaced/upgraded in the same manner. First bridge replacement still on schedule for 2020.

Surveying of five road crossing improvement locations is underway by the Annual Surveying Contractor. Staff has received mapping back for the Sunset Boulevard crossing. Phased improvements are planned, focusing on removing flow bottlenecks at road crossings on the main branch of the Placentia Canal. Procurement of design services will follow surveying and geotechnical information gathering. forecast bridge construction in 2020-1.

Consultant EMC's report defining hydraulic model analysis and alternatives recommendations was completed during the second quarter 2018. Bridge parameters necessary to successfully pass the design storm were included in the report. Staff plans to develop and release a RFP for design services for the first bridge by first quarter 2019.

Consultant EMC submitted the draft Placentia Basin report including hydraulic model and alternative cures. Following review, the consultant is now responding to Strategic Initiatives staff request to provide 25 year storm results for use in prioritizing strategic initiative solutions.
