In 2018, the City sponsored the Congress for New Urbanism (CNU) Southside Retrofit Legacy Project where residents were engaged to study the 42-acre Savannah Mall site and the surrounding area. The feedback resulted in a concept to transform the area into a mixed-use, walkable neighborhood with public parks, biking trails, businesses, and amenities to attract commercial activity and new residents. The study imagined Abercorn Street as a multi-way boulevard that accommodates the current car traffic while catering to pedestrians, bikers, and other local users who currently struggle to navigate the corridor. Streetscape improvements along Abercorn will be guided by the CNU Study and a work plan finalized in Q2 2025 to develop a larger plan for Abercorn and broader area enhancements.

The feedback received resulted in a concept to transform the area into a mixed-use, walkable neighborhood with public parks, biking trails, business activity, and other amenities to attract a variety of commercial activity and new residents. The study also imagined Abercorn Street as a multi-way boulevard that, not only accommodates the current car traffic, but also caters to pedestrians, bikers, and other local users who currently struggle to navigate the fast-moving six lanes of traffic. The streetscape improvements along Abercorn Street will be based on The Congress for the New Urbanism (CNU) Study. By the end of the 3rd Quarter, a strategy will be developed for elements of this study.
