Scope: Project involves 3 different projects, one is the Boulevard section that connects with Flyover Bridge, I-516 to a new four lane median divided roadway to White Bluff Road. The second project is West DeRenne Ave from Mildred Street to Abercorn involving pedestrian and vehicular safety improvements. The third project,is East DeRenne Ave from Abercorn to Truman Parkway involving pedestrian, vehicular, and bicycle safety improvements.

The City is moving forward with the final design phase of the project. Design consultant is currently working on right of way plan. Relocation Assistance Program coordination is ongoing. Public Hearing Open House (PHOH) coordination is ongoing.

Environmental Document comments were received from FHWA and EPD. The enviromental consultant advised that responses to comments will be resubmitted by 10/4/19. Additional right of way funding was received for the BLVD project for FY 2021. The next milestone is Final Field Plan Review (FFPR).

1) Drainage report is under review by the City. 2) Road naming convention from White Bluff Road to White Bluff Boulevard is being reviewed by MPC. 3) Revised signal plans were submitted to District 5. 4) City's Consultant is finalizing draft of Environmental Document.

Mitigation plan per the Draft EIS was sent to GDOT for review in September; expect to submit to Federal Highway (FHWA) & EPA in October. Pavement Design was approved in August. Continuing to work on Stormwater to meet City ordinances, signal plans per City and GDOT, and overall project design. Draft EIS expected approval by FHWA in May 2019, with an with a approval of the Final EIS in January of 2020. Right of Way acquisition to begin upon approval of Final EIS, Spring of 2020. Construction expected to begin in Spring of 2022 for two of the three projects. The "Boulevard" project construction is scheduled for 2030.

The Public Scoping Meeting response letter sent out June 13, 2018. Consultant is coordinating plans with utility owners. Consultant submitted Draft signal plans and traffic engineer study. Consultant is coordinating the stormwater design with the State as well as City staff. Plans for West and East DeRenne are almost complete. Consultant is placing more emphasis on completing the Boulevard section plans from I-516 to White Bluff Rd.

The Public Scoping Meeting for the Environmental Impact Statement was held on February 13, 2018 from 11:00 am to 7:00 pm at the Savannah Technical College . Approximately 100 citizens attended the meeting . All comments submitted by the public will be responded after April 15. Consultant is coordinating plans with utility owners .Consultant updated the traffic counts and developed traffic projections .Consultant is coordinating the stormwater design with the State as well as City staff. Plans for West and East DeRenne are almost complete. Consultant is placing more emphasis on completing the Boulevard section plans from I-516 to White Bluff Rd.

The department is working with the consulting team on the logistics of possible dates, meeting location for a public scoping meeting to be held early in 2018. Other updated related to plan development process are as follows: - Consultant is coordinating utility relocation plans with Georgia Power Co. as well as other utility companies. - City staff reviewed the traffic signal plans and comments were submitted to the consultant. - Consultant is updating the traffic volumes and is coordinating with GDOT on the existing traffic and proposed growth methodology. - Consultant continues its efforts on the Boulevard design plans preparation , including stormwater design and documentation.

On Wednesday October 25, 2017 the Agency Scoping meeting was held at the Georgia Department of Transportation (GDOT) office in Atlanta. This crucial, and required, step in the NEPA Environmental Impact Assessment (EIS) process invited local, state, and federal agencies to provide input to the project. In addition to representatives from GDOT and the Federal Highway Administration (FHWA), 8 additional agencies and Native American tribes attended the meeting. These agencies were requested to provide written comments to FHWA within 30 days of the meeting. This input will be included in the design and NEPA analysis for the project. Our next upcoming milestone in the EIS process is holding a Public Scoping meeting. The meeting will be held early 2018.
